One of the foundations of three-year strategic plan of ”Post Serbia” is development of services of electronic management (e-Management). As a company fully owned by the Republic of Serbia, which owns a widespread infrastructure of every type (1,500 post offices with almost 4,000 of teller jobs in every part of the Republic of Serbia, information-communication network of the latest generation that connects all these post offices, trained and motivated personnel) and which is not in the plans of the government of the Republic of Serbia for privatization, ”Post Serbia” has directed its self-sustainable operations to providing, among other things, services for the needs of state administration, local self-government and all state institutions that have interest in using such infrastructure. Below is an overview of some of the most important e-Management projects in which a great contribution is given by ”Post Serbia”.
Thanks to the first project of e-Management in which ”Post Serbia” is participating – Central registry of personal records of the Ministry of Human and Minority Rights, State Administration and Local Self-Government – at this moment, several million citizens of Serbia can obtain data from personal records at any city or municipal administration in the Republic. This project is one of the most significant ones in the development of e-Management in Serbia. For the needs of the said Ministry, ”Post Serbia” has obtained all information, technical and infrastructural pre-conditions for the establishment of the central system for electronic processing, storing of data and keeping the second copy of registers.
The project of central system for electronic processing and storing of data, a very ambitious one, is a turning point in the development of electronic management. In a very short period, it enabled the citizens of Serbia not only to obtain their birth certificates at any municipality or area, but also to use advanced electronic possibilities of this system. The ultimate goal of the project is to ensure that citizens do not have to obtain these paper documents at all.
Since May 9, 2011, it was enabled to issue birth certificates (as well as marriage and death certificates) from the Central System in all cities and municipalities of Serbia. The Central System currently contains data from 27 city and municipality administrations that submitted for storing the second copy of registers (total of 3,270,940 citizens, and within the next three months it is expected that this number will be increased by about 750,000). In head offices of all registry administrations in the territory of Serbia, the citizens of the following cities and municipalities can obtain certificates outside the area where they are registered: Belgrade, Novi Sad, Kragujevac, Leskovac, Valjevo, Aleksinac, Apatin, Bačka Topola, Čačak, Kikinda, Kučevo, Nova Varoš, Novi Bečej, Plandište, Pančevo, Požarevac, Smederevo, Sremski Karlovci, Svrljig, Temerin, Užice, Vranje, Žabalj, Zrenjanin, Lajkovac, Vrnjačka Banja, Bečej. The fo,llowing cities are in the process of accession and verification of data: Beočin, Kanjiža, Niš, Sombor, Subotica, Žagubica, Merošina, Vladičin Han, Bojnik, Žitorađa, Knjaževac, Bela Palanka, Čajetina, Kraljevo.
FASTER, SIMPLER AND WITH BETTER QUALITY
The next project of e-Management in which ”Post Serbia” participates is Electronic exchange of data on citizens and establishment of electronic records on the citizens of the Republic of Serbia, which was initiated by the Ministry of the Interior and Ministry of Human and Minority Rights, State Administration and Local Self-Government. In accordance with the set project goals it is expected that, as of this fall this data exchange between ministries will be put into operation, so that, for example, it will be sufficient for the citizens to appear at a desk of the Police Department when obtaining new biometric documents, whereas they will be able to download birth certificates or certificates of citizenship automatically, in electronic form.
The significant role of ”Post Serbia” as a company that conducts universal postal services, but also provides services of electronic management (such as trade in free shares at teller desks of 1,500 post offices) is also reflected in the fact that in six months in 2008, 5.2 million citizens registered for free shares at teller desks of post offices. Within this e-Management project, in September 2010, the system for receipt of orders for the sale of free shares was launched, first for the shares of ”Oil Industry Niš”, and then of ”Belgrade” Airport. Until today, 3.6 million orders were submitted and over 5.8 million transactions were executed at teller desks of post offices. In terms of personnel, technology and infrastructure, ”Post Serbia” is ready to start receiving orders for trading in shares of ”Telekom Srbija”, Shareholders’ Fund and all other shares of companies within the frame of free shares for citizens. Additionally, for the purpose of providing information to citizens, the ”Post” also included in this project capacities of its Contact Centre, website and SMS infrastructure.
Another e-Management project of ”Post Serbia” is the construction of 2,000 kilometers of optical macro-communication infrastructure along rail corridors of ”Serbia Railways”, which will be used by both systems primarily for the purpose of their own operation, for modernization of process management and improving the quality of service. Within the next two and a half years, the construction is planned in phases: Belgrade node, Belgrade–Niš and Belgrade–Šid (Phase I), Belgrade – Novi Sad – Subotica, Niš–Dimitrovgrad and Niš–Preševo (Phase II) and Belgrade–Vrbnica and other rails (Phase III). ”Post” and ”Serbia Railways” are co-investors. This infrastructure, fully owned by the state of Serbia, is also important for state institutions – for networking and connecting of all important points in the Republic of Serbia.
Support for export potentials of entrepreneurs is also one in the series of strategic projects that make ”Post Serbia” an almost indispensable infrastructural system in Serbia. Postekxport is new integrated export service of the ”Post” for about 330,000 small and medium sized enterprises. It will become operational soon, as soon as formal preconditions are met. It includes receipt, packing and takeover of goods of the users at any one of 1,500 postal teller desks, filling out of one simplified electronic export document at the teller desk or online, transportation, tracking and insurance of the parcel, online data exchange with Customs Administration, Business Registers Agency and all other competent state institutions for which this data is necessary. For entrepreneurs this will mean a very simplified procedure, shorter deadlines and smaller number of documents, and for the state it will mean an increase in export potential. Postekxport is designed for export transactions with limited value which, in accordance with current legal regulations, cannot exceed the amount of 6.000 EUR. Since small and medium sized enterprises comprise 99 percent of registered companies and produce 60 percent of gross domestic products of Serbia, the significance of this project is clear. s

Certificate and Internet
For access to and operation in the Central System, it is necessary to have qualified electronic certificates of ”Post Serbia” and internet connection. (”Post” is, by the way, the first body qualified to issue electronic certificates, and has long been preparing to become the first public body for the creation of time stamp, which represents the basic infrastructure of e-Management.) The Ministry of Human and Minority Rights, State Administration and Local Self-Government allocated electronic certificates to all registry services, trained operators and enabled online access to the central application.

A Range of Operations
Within the project Electronic exchange of data on citizens and establishment of electronic records on the citizens of the Republic of Serbia, ”Post Serbia” provides: construction and installation of the Prototype of central application for the running of electronic records on the citizens of the Republic of Serbia, transfer of data from the registry of citizens into Prototype of central application, updating subsequent notes, correcting errors that must be entered into electronic records, connecting , setting, testing and commissioning of the Prototype of central application, submission in electronic form of data from the Prototype of central application (upon request of Police Department).
